Former state executive councillor Datuk Dr Teng Hock Nan said today that the Jelutong dumpsite has been existing for umpteen years and certainly it is not “me who approved” the site.

Dr Teng, who is also Penang Barisan Nasional Working Committee chairman, said in fact when
he was Exco in charge of local government, he had stopped the Jelutong dumpsite from taking in
organic waste and instead had it transferred to the Pulau Burong landfill in Seberang Prai.

“For Exco in charge of health, welfare, environment and caring society Phee Boon Poh to say that
I had approved the Jelutong dumpsite is sheer ignorance and nonsense,” Dr Teng said in a press
statement.

However, Dr Teng agreed that he had advocated a Material Recovery Facility (MRF) system when he
was a State Exco member.

“Yes, I advocate MRF but whether it is to be at the Jelutong dumpsite, Pulau Burong or elsewhere,
there is no decision made during my tenure,” he said, adding that MRF is the way forward for waste
management for Penang instead of using incinerators.

“I appreciate that the present state government is following up with my proposal to use MRF,” he
said.

Dr Teng urged the state government to immediately find an alternative site which is suitable other
than Jelutong to carry out waste management including MRF, instead of blaming the previous
Barisan Nasional state government.

Dr Teng reiterated that the Jelutong dumpsite had outlived its usefulness and that it was unsuitable
to be located in the midst of commercial and residential development.

On Phee’s statement that RM817, 215 had been collected since July 2009 and the money was used
to support hardcore poor families, Dr Teng said he was surprised that after two years, only RM817,
215 was collected.

“The people would like to know the amount was collected from how many commercial outlets and
supermarkets, the monthly collections, how many hardcore poor families have since received the
money and who are these people?”

“There should be transparency and accountability, a motto advocated by the state government. Is
there a reduction in the use of plastic bags and what is the quantum?” Dr Teng asked.

Disgusted with Perkasa president Datuk Ibrahim Ali’s threat to the Chinese community, Gerakan vice president Datuk Dr Teng Hock Nan wants the government to punish Ibrahim and charge him under the Sedition Act.

Dr Teng said it has been too often that Ibrahim has been making racial statements that can
cause “tension, uneasiness and stress” amongst the people.

“It is appropriate that the government should immediately take steps, especially during this political challenging time, to stop any individual or organization from making racist statements that stoke tension and affect the peace and harmony of the nation,” said Dr Teng, who is also Penang Gerakan chief, in a statement.

Dr Teng said Gerakan lauded Umno Youth chief Khairy Jamaluddin for coming out boldly and in no
uncertain terms to protest against Ibrahim’s racist remarks.

“As Barisan Nasional Youth chief and as Umno Youth chief, Khairy represents the younger generation who is against any form of extremism. The younger generation of the BN and Umno is moving towards the right track,” Dr Teng added.

Dr Teng urged all Malaysians to support Prime Minister Datuk Seri Najib Tun Razak’s approach of
moderation as the way forward and for the nation and the people to continue to progress.

In this respect, Dr Teng said, the government should take stern action against irresponsible leaders and “nip the problem in the bud” before it is too late.

Ibrahim, who recently announced that Perkasa would hold a demonstration to counter the planned
Berish 2.0 street rally on July 9, had called on the Chinese to stock up on food “as anything can happen”.

In response, Khairy urged the authorities to take action against Ibrahim for making the threat.

“It is a racist and seditious statement that is dangerous. Action should be taken against him as his statement is a clear threat,” Khairy said at Parliament lobby in Kuala Lumpur on Monday.

Penang Barisan Nasional working committee chairman Dato Dr Teng Hock Nan today urged the state government to focus on collecting more information and evidence to set aside a High Court award to Tang Hak Ju over a land case.

Dr Teng said instead of continuing to label the case as a “scam” when “there is no scam” as explicitly stated in the contents of the White Paper, the state government should take appropriate action to set aside the case or to reduce the award’s amount.

Dr Teng, who is also Penang Gerakan chief, said the White Paper, which was tabled and adopted in the State Assembly sitting last week, had stated that there was a technical mistake and negligence or an irresponsible action on the part of two government officers.

“According to the White Paper, new evidence has also been found to show that Tang could have prior knowledge of land ownership which he did not disclose to the previous state government. Hence the State Assembly decided to re-file the case to set aside the High Court award which amounts to RM40mil including interest. We urge the state government to collect more information and do whatever is necessary,” said Dr Teng at a press conference at the Penang Gerakan Headquarters. With him were acting state opposition leader and Teluk Bahang Assemblyman Datuk Dr Hilmi Yahya, Penang MIC chief, Senator Dato P. K. Subbaiyah, Penang Wanita Gerakan chief Ng Siew Lai, Penang Gerakan Youth chief Oh Tong Keong, and other BN state leaders.

Dr Teng also said that as Tang’s case was still pending in the Appeals’ Court, there should be more efforts to fortify the state’s case so as to protect the people’s interest.

Dr Hilmi said it was unfair of Chief Minister Lim Guan Eng to mislead the people by continuing to term the case as a “scam.”

On being asked by a reporter whether BN will take legal action against the Chief Minister, Dr Teng said “we have been under great pressure by our colleagues. However we want the CM to be more constructive and productive in his office rather than to focus on legal tussle. We believe we can win and compensation will come from the state’s coffer which belongs to the people. At this stage we put aside this idea but don’t push us too far.”

Dr Teng also said the Barisan Nasional had not used the term “scam” or “scandal” on the award of 1,500 housing units to the developer of sPice project and of the failed “King of Tennis” tournament.

Gerakan vice-president Dato’ Dr Teng Hock Nan has urged all media including newspapers to stop speculating and exploiting on issue of religion that can stoke tension.

Dr Teng also urged the police, especially the Special Branch, to conduct an immediate and thorough investigation into a report by Utusan Malaysia and two bloggers which claimed that a meeting had taken place in Penang, attended by Christian leaders who want Christianity to be the official religion in Malaysia.

“If there was no basis to the reports, appropriate serious action according to the laws of our country should be taken against Utusan Malaysia and the two bloggers. Similarly, appropriate serious action should also be taken against those who flout the law if there was a basis to the reports,” said Dr Teng in a press statement.

Dr Teng, who is also Penang Gerakan chief, said Utusan Malaysia is perceived as an Umno mouthpiece and thus the newspaper should be more responsible, matured and professional in its reporting.

“The newspaper will be seen to be helping to spread a rumour without prior verification and this is incorrect and dangerous. Such rumour can have detrimental effects on the peace and harmony of our nation,” he said.

Dr Teng said Utusan Malaysia should have approached the authorities concerned to take early action to nip “the problem” in the bud, instead of highlighting the matter and raising the sentiments of its readers.

“Such sensitive and negative reports can be exploited by any party, within and outside of Malaysia for their vested interest, to destroy the foundation of Malaysia’s nation-building,” he added.

Penang Gerakan chief Dato’ Dr Teng Hock Nan pointed out today that the then State Exco did not at all offer compensation of RM1.8mil to Tang Hak Ju as compensation over a land case in Bukit Mertajam in 2004.

“In fact, it was Tang who had demanded the sum from the previous state government. The State Exco decided that the amount he wanted should be justified with supporting documents including receipts on the amount of money he had spent in relation to the case. The decision was conveyed to Tang who could not produce the documents and did not come back to us. He then went to Court to seek redress,” said Dr Teng in a statement.

Dr Teng, who was then a State Exco member, said the matter was clearly stated in the White Paper which was tabled at the State Assembly yesterday.

“According to the White Paper, it was a technical mistake and negligence on the part of two government officers and there was no element of fraud and hence it is certainly very unfair that Chief Minister Lim Guan Eng keeps on calling the case a scam implying there was fraud and cheating, just for political gains,” added Dr Teng.

“I take strong exception to DCM Dr P Ramasamy’s statement at the State Assembly yesterday that I was not being “proactive” in trying to reach a compromise with Tang. Dr Ramasamy should have read the minutes of the previous Exco meetings and the sub-committee meetings thoroughly before making such a statement,” added Dr Teng.

Dr Teng explained that after discovering a mistake, the previous state government set up a subcommittee to talk to Tang on settlement including possible compensation.

Ramasamy was quoted in the newspapers as saying: “Tang was offered compensation of RM1.8 mil and an alternative plot but the deal fell through.”

Dato’ Dr Teng Hock Nan condemns the irresponsible, unethical and the despicable act of doctored photograph of YAB Lim Guan Eng,Chief Minister of Penang wearing a skullcap.

The people behind, he said is just to get political mileage through this means. Smearing each others name in politics should not be our culture. Dr Teng urges those people who are behind the act should stop it immediately.

He hopes all politicians and leaders of the country whether they are in the government or in the opposition should practice politics in the very honorable, ethical and professional manner, so as to show a good example to our future generation.

Press Statement by Teng Hock Nan

Penang Gerakan chief Datuk Dr Teng Hock Nan today slammed Chief Minister Lim Guan Eng for his outburst against non-governmental organizations (NGOs) over the plastic bag ruling, saying Lim’s remarks were “unbecoming, petty and unwarranted.”

Dr Teng said Lim’s comments also contained elements of threat against NGOs and his unwillingness to accept differing views.

“It also reflects his dictatorial style of administration. He approves the ruling of plastic bag ban and must accept responsibility. Don’t pass the buck to the NGOs, if things are not going his way,” said Dr Teng in a statement.

Dr Teng said an NGO’S role is to provide views and options on the subjects they were set up and not to go around helping the government to implement policies.

On the use of plastic bags, Dr Teng said he agreed that there should not be an over-use but any action to ban the usage completely, especially when it could cause inconveniences, loss of income and affect the state’s economy, must be properly studied.

“We must always consider the views and plight of all interested parties including hawkers, petty traders, the lower-income group and plastic manufacturers,” he added.

On Tuesday, Lim hit out at NGOs for deserting the state when its no free plastic bag ruling came under fire.

“I am disappointed that they have not come out in full support of the ruling which they were pushing for,” he said, also describing NGOs as pandai cakap (good at talking). The ruling will come into effect daily from Jan 1.
